I have a question: How can China’s big cities continue to grow?

How tolerant is Beijing? The question may seem provocative, but before one jumps the gun, the word "tolerance" in this context refers to extent to which low-paid migrants have a say, or stay, in Beijing city? Cai Jiming, an NPC deputy, believes that Beijing, as the capital of China, has a need to control its population. However, he opines that the city with its vast resources in education, culture, science and technology, should absorb more outsiders to help contribute to increasing the living standards of the country.
