Robert Lawrence Kuhn goes to southwestern Guizhou Province to see how “targeted” poverty alleviation works, witnessing whole villages being relocated from mountainous areas to the ones with better living and farming conditions. Officials are dispatched to remote, impoverished villages for two years.
